Application Procedures

Application for child allowance

In order to claim child allowances after a birth or moving into Onomichi City, please complete the relevant application procedure at the Child-Care Support Division of Onomichi City Hall. Child allowances are paid the month following the month that you claim, until the end of the months when the terms of eligibility are not met. In the case of a birth, moving to Onomichi or in the event of a disaster, you can claim within 15 days from that day and start receiving the child allowance from the month after.

Necessary Documents

1. A pension insurance certificate (Please download the 年金加入証明 ("Nenkin Kanyu Shomei") form, print it out and have it filled in by your employer.)
2. Your income certificate for the previous year, including child allowance (available on request at the Municipal Inhabitants' Tax Division. It is called 児童手当用所得証明書, or "Jido Teateyo Shotoku Shomeisho")
3. A savings account in the your name (at any financial institution within Onomichi City, except a post office)
4. Your seal
5. Others (like a "separated guardianship" statement (PDF document), an Alien Registration Certificate, etc.)

Application for Allowance Review

A person who already is the guardian of a child and receives the child allowance must complete the "Application for Allowance Review Form" (PDF document) when becoming the guardian of others child (such as through birth or adoption.) Also, please complete the "Application for Allowance Review Form" if you lose guardianship of one or many children who are eligible for child allowance.

Withdrawal Notice

A person who moves out of Onomichi City or stops being the guardian of children must complete the "Withdrawal Notice (PDF document)." Please reapply again for the child allowance at your new area of residence.

Current Situation Report

The Child-Care Support Division will send the "Current Situation Report" forms to all those who receive child allowance, so please fill in the forms in the month of June of every year. You can also download and print the file here. (PDF document)

Also, should you ever...

• Change your name
• Move within Onomichi City
• Become a government employee
• Pull out of the Employee’s Pension Insurance scheme (after retiring from a company, etc.),

please contact the Child-Care Support Division as soon as possible.
